Wollongong City Council wishes to engage a contractor to provide In-House Heritage Advisory Services to Council.

This service is part funded by the NSW Government through the NSW Heritage Grant program and is therefore subject to the terms and reporting procedures of the NSW Heritage Branch of the Office of Environment and Heritage. The term of the engagement is for a period of sixteen (16) months, commencing in March 2017 and ending 30 June 2018.

The Heritage Advisor will be expected to work out of Wollongong Council’s Administration building, located at 41 Burelli Street Wollongong, for two (2), seven (7) hour days per week (on average) throughout the contract period. The Advisor will provide advice to Council’s Strategic Project Officer – Heritage, Council’s Environmental Strategy and Planning Division, and the Community, in relation to a broad range of heritage matters.

Responsibilities include but not be limited to:

Review of Development Applications with a broad range of potential heritage impacts;
Review draft Planning Proposal requests / rezoning proposals with Heritage issues;
Technical Conservation Advice;
Heritage Significance Assessment and preparation of Heritage Inventory Forms;
Preparation of Conservation Management Plans and Policy advice for Council’s Heritage Asset Management;
Providing technical, architectural and procedural advice to owners of heritage items and other members of the community;
Assist with the assessment of Heritage Grant applications as part of Council’s Heritage Grant Fund; and
Respond to internal and external heritage enquiries.
There may also be the opportunity to undertake additional heritage project work within the scope of the position.
The successful candidate will be expected to have their own vehicle, with relevant insurance, and will be required to use this vehicle to undertake their duties, including site meetings, attendance at meetings etc. The successful consultant will be required to enter into a standard Council Contract arrangement and to be registered with BNG Conserve, who provides contract management services to Council.

Council will provide the successful candidate with a workstation and Computer, and appropriate access to software and training suitable to complete the responsibilities of the position.

BNG CONSERVE ACCREDITATION REQUIREMENTS
To provide services to Wollongong City Council, the successful consultant will need to be accredited with BNG Conserve to enable Council to be operationally compliant in terms of WHS/insurance perspectives.

To be accredited with BNG Conserve there is an annual licencing fee, $180 + GST for 2017, payable to BNG Contractor Services Pty Ltd. This fee also enables you to be accredited with other Councils which utilise BNG Conserve. BNG Accreditation is not a pre requisite of gaining this contract as accreditation can occur following notification of the successful contract.
